That's the general rule. All persons within a country's borders are subject to that country's law, whether they are foreigners or nationals. However, there are several exceptions, like treaties and international conventions made between or among countries.

But if that crime is considered an act of piracy, any country may prosecute it, because it is internationally recognized as a crime.
